Eastern Arms was a Sears Roebuck trade name and the only reference I find listing a.38 revolver says they were made by Meriden Arms, which was a Sears subsidiary and in business only from c. If your gun has grips marked Forhand Arms, I'd bet that the whole gun wa s made by that company and marked with the Sears name. That would agree with your estimate of the age as the Forehand name was used from 1890 to 1902. The only top-break.38 Revolver I find listed is the 'Perfection Automatic' but my references disagree on the exact dates of production. The Standard Catalog of Firearms says 1898-1902 while The 1983 Official Price Guide says they were all made before 1899.
The Standard Catalog suggests a value of $150 in NRA Very Good condition. I don't think the Eastern name would affect the value either way.

The buttplate is marked 'CHARTER ARMS / STRATFORD, CONN. / AR-7 / EXPLORER / PATENTS PENDING'. Barrel Length: 16“ Sights / Optics: This takedown survival rifle is mounted with an adjustable rear peep sight. This peep is a metal tab that has a 'V'-notch mounted at a hole in a rise at the rear of the receiver.
The tab is adjustable for elevation by unscrewing a screw at the rear of the receiver and then sliding the tab up or down. The front sight is a blade set in a dovetail slot on a serrated ramped base at the muzzle. There is a Weaver-style scope base which has been screwed to the top of the receiver and the base hass been modified with the front slot having a rounded, rather than square notch and relief cuts have been made on the inside of the rail just in front of the rear notch (please see photos for a better understanding of these modifications). Stock Configuration & Condition: The stock is a black synthetic with pistol-grip. The buttplate is removable, exposing storage compartments for the barrel, receiver and magazine. The stock has some scattered light scuffs, scratches and handling marks.
The LOP measures 15” from the trigger to the rear of the removable rubber buttplate. The stock rates in about Very Good overall condition. Type of Finish: Black Finish Originality: Original Bore Condition: The bore is bright and the rifling is sharp. There is no erosion. Overall Condition: This takedown survival rifle retains about 85% of its metal finish. The barrel has wear from the barrel nut scattered throughout, mostly at the rear and some scattered light marks.
The barrel nut has spots of wear. The receiver has wear on the edgs of hte bolt handle channel and a few scattered light marks. The bolt has light operational wear.
The Screw head is tool-marked with a strong slot. The markings are clear. Overall, this rifle rates in about Very Good condition as modified.
Mechanics: The action functions correctly. With the scope base installed, the receiver does not fit in its compartment in the buttstock.
We did not fire this rifle. As with all used firearms, a thorough cleaning may be necessary to meet your maintenance standards. Box, Paperwork & Accessories: This rifle comes with a single 8-round magazine. The magazine has light operational wear with intact feed lips and a strong spring, in about Very Good-Fine condition. Our Assessment: If you find yourself outdoors a lot this rifle is a must have.
This rifle was designed for the U.S. Air Force as a survival weapon and today is great for boaters and hikers.
